Pugsy's Cheats contain xml files that enable known cheats in MAME arcade and console games. Read included Readme for info on how to enable and use cheats.
Copy cheat.7z to your mame directory and edit the cheatpath line in mame.ini:
"cheatpath cheat"
If you also use Wayder's Cheat:
"cheatpath cheat;cheat_wayder"
